I don't think so. Personally, I've never found filter like this and I think it's unavailable.

There's one filter, for people in Poland. It's "shipping from Poland" or "from abroad". Maybe if you are in Romania and you use Allegro in Romanian version, you have the same filter but for shipping from Romania and from abroad.
