How much we can reduce the amount to be refunded to the buyer, if the product is returned, for example:
1. with missing components, accessories
2. the device is otherwise damaged.

Yes, the seller determines the amount themselves, based on the condition of the returned product.

Regarding the second question you asked, if the product is canceled/returned on Allegro, the money is refunded using Allegro Finance. If you don't have enough funds, you can always top up the amount of the funds on your Allegro Finance account.
