Cannot receive 2FA SMS on Chinese phone number (+86)

I am a seller from China, and I cannot receive 2FA SMS verification codes on my +86 phone number. The system keeps forcing SMS verification, so I cannot complete the 2FA setup or access the API developer portal.

Could you please help me:
1. Disable the SMS verification requirement
2. Allow me to use only Google Authenticator for 2FA
3. Enable the "App Passwords" section so I can generate a password for API access
