I have active Allegro Smart trial version for 5 free deliveries and now I am trying to order 4 pieces of car pneu and there is still delivery fee 600,- CZK: 

How is it possible ?

It might be possible that seller doesn't provide "smart!" in his offers.
Not sure because can't see pictures you posted.
Offers labeled "smart!" should have free shipping  above certain minimum product price.
(The free shipping is actually seller paying for delivery).
